Seeds and import controls in New Zealand

Cannabis seed should not be treated like an unrestricted garden seed. Import, possession, intended use and germination can engage drug-control law, while all seed imports must also satisfy MPI biosecurity requirements.

Two regulatory layers

Seed imports can be subject to both controlled-drug law and biosecurity law. Satisfying one layer does not automatically satisfy the other.

Licensed medicinal activity

Medicinal cannabis licence holders must use the prescribed licensing and import pathways. Those commercial permissions do not extend to an ordinary consumer purchase.

Check before arranging shipment

Use the current Ministry of Health, Customs and MPI requirements before importing. Border seizure is not the only possible consequence, and product advertising is not proof of lawful entry.
